Many studies of this issue have been conducted, but competence development practice remains critical problems in Indonesian public sector. This paper aims to analyze the trend of competency development studies in the public sector and to examine the competency development of civil servants in Samarinda Municipality. This study combines two research methods. First, it uses a semi-literature review with a bibliometric analysis. The data are collected from Scopus database and VOSviewer software is used to analyze, visualize, and explore maps based on network data. Second, the case study strategy is applied to capture the practice of competence development in the public sector. The locus is the Cooperative, Small and Medium Enterprises (CSMEs) Agency in Samarinda Municipality. This study found out the positive trend of competency development in the last several years, especially since 2018. Competency development topics are often presented together with various keywords. But education is the keyword that appears most often in search results. The next most influential keywords are people, public sector, articles, leadership, and competence. In short, the topic of competency development in the public sector is interesting and widely available for elaboration for future research. Since 2018, this topic has achieved a higher number of publications. In addition, combining the competency development keywords with other keywords can produce new research topic variants and new knowledge related to competency development topics in the public sector in both developed and developing countries. In practice, competency development at the locus is a portrait of competency development practices in Samarinda City as the capital city of East Kalimantan province in Indonesia. In addition to having various opportunities from the external side, but also has weaknesses from the internal side. If it is not followed up immediately, it will be difficult for the unit of analysis to support the mayor's vision of creating new entrepreneurs in the city. This example of developing civil servants needs to be compared with practices in other local governments. This issue is much more discussed along with education keyword, therefore there is a huge opportunity to explore this topic in the public sector. Does the local government have complete or partial authority?. This research is normative with a legislative and comparative approach. The results of the study are disharmonization in the IMTN Regional Regulation of Samarinda City, where the phrase "remembering" only refers to 4 legal bases, while the IMTN Regional Regulation of Bangka Regency lists 18 legal bases. Second, Refeal of the IMTN City Regulation Article 6 paragraph 9 is contrary to the Republic of Indonesia Government Regulation Number 16 of 2004 concerning Land Use in the explanation of Article 6 Letter b. Third, Article 6 paragraph 9 is contrary to Article 1 number 10 and number 11, even though the provisions are in one regulation. Fourth, there was disharmony in several sub-districts in determining IMTN applicants. Fifth, Article 11 paragraph (3) of the IMTN City Regulation contradicts Government Regulation Number 24 of 1997 concerning Land Registration Article 24 paragraph (2) and Government Regulation Number 18 of 2021 concerning Management Rights, Land Rights, Apartment Units and Land Registration Article 97. The recommendations in this study are: first, to revise (add) the source of legal retrieval, the provision is a higher regulation on the phrase "remembering". Second, IMTN is land that is directly controlled by the state, and it has not been registered. Third, refeal of Article 6 paragraph 9. Fourth, The Mayor of Samarinda determines who the IMTN applicant and also the Statement of Physical Control of the Land Area. Fifth, refeal of Article 11 paragraph 3. Sixth, to socialize the community about changing the name of IMTN rights and previous legal basis by submitting a certificate registration as per the Regulation of the Minister of Agrarian Affairs/Head of the National Land Agency Number 3 of 1997 concerning Provisions for the Implementation of Government Regulation Number 24 of 1997 concerning Land Registration Article 60 paragraph (2) Letter h. Fourth, refeal of Article 11 paragraph 3. Samarinda City, as a strategic partner of the National Capital (IKN), plays an important role in preparing adaptive and tech-literate human resources. This study aims to develop a Learning Management System (LMS) platform called Asli Cerdas to enhance digital literacy among elementary and middle school students. The method used is descriptive-exploratory, involving 675 respondents from 10 districts in Samarinda. Instruments such as digital literacy questionnaires and field observations were used to collect both quantitative and qualitative data. The results showed that students had an average digital literacy index of 3.60, with the lowest score in the aspect of digital safety. Teachers showed better scores but still require technical training to maximize technology use. The Asli Cerdas platform was developed with features including local content, self-assessment tools, and offline access. Pilot testing of the platform showed a 24% improvement in students' understanding of digital literacy. The root of problems this research addresses are whether the usage of Instagram as social media by the Samarinda City Communication and information Office influences the public participation and whether the formulated hypothesis are true or not. The study also aims to determine the impact of the usage of Instagram as a social media towards public participation in supporting e-government principles and to test the validity of the research hypothesis. The research evaluates social media using the 4C indicators by Chris Heuer, which are Context, Communication, Collaboration, and Connection. While Public Participation is assessed by using the indicators from International Association for Public Participation (IAP20, such as Inform, Consult, Involve, Collaborate, and Empower. Based on the result of the data analysis, it was found that the usage of Instagram as a social media by the Samarinda City Communication and Information Office has a very strong/high impact towards public participation regarding to support the e-government principles. This result was proven by statistical testing using the Spearman's Rank Correlation Coefficient formula which was conducted using the SPSS version 30, yielding a result of 0,884 (rounded to 0.90). Thus, the hypothesis proposed has been proven, and the alternative hypothesis (H<sub>a</sub>) is accepted by the data, while the null hypothesis (H<sub>0</sub>) is rejected.</em></p> Alfin Ananda Putra Muhammad Habibi Deandlles Christover Ahmad Yani Copyright (c) 2025 Alfin Ananda Putra https://creativecommons.org/licenses/by-nc/4.0 2025-12-16 2025-12-16 7 1 53 69 10.54902/jri.v7i1.172 Analysis Of Digital Fraud (Cyber Fraud) Challenges And Solutions In The Era Of Digital Transformation http://ojs.samarindakota.go.id/index.php/jri/article/view/169 <p><strong>Abstract</strong></p> <p>The purpose of this study is to explore the phenomenon of digital fraud (cyber fraud), examining its nature, prevalence, and impact on individuals and organizations in the digital landscape.</p> <p>This research employs a qualitative approach, utilizing case studies and interviews with victims of cyber fraud, cybersecurity experts, and law enforcement officials. Data was collected through structured interviews and analyzed thematically to identify common patterns and insights related to the tactics used by cyber fraudsters and the effectiveness of preventive measures.</p> <p>The findings reveal that cyber fraud is increasingly sophisticated, utilizing advanced technology and social engineering tactics to deceive victims. Key factors contributing to the rise of cyber fraud include the rapid digitalization of services, lack of awareness among users, and inadequate cybersecurity measures. The study also highlights the emotional and financial toll on victims, as well as the challenges faced by law enforcement in addressing these crimes.</p> <p>This study contributes to the existing literature by providing a comprehensive analysis of cyber fraud from multiple perspectives, including victim experiences and expert insights.
